In compliance with the Drug-Free Schools and Communities Act, we are notifying students about the LCC Drug and Alcohol Prevention Program (DAAPP). This report is required by federal law to certify our good faith effort to implement programs to prevent the abuse of alcohol and the use and/or distribution of illicit drugs by students and employees on LCC’s premises or as a part of its activities.

We encourage you to read the Drug and Alcohol Policy and the DAAPP to gain information about the standards of conduct, disciplinary sanctions, health risks, and drug and alcohol prevention programs and resources available to students.

 

Standards of conduct related to alcohol and other drug-related

LCC’s Drug and Alcohol Policy is consistent with the Drug-Free Workplace Act of 1988 and the Drug-Free Schools and Communities Act (DFSCA). In conjunction with the Ethics and Standards of Conduct for Employees Policy, the Ethics and Standards of Conduct for Students Policy, and the Student Code of Conduct and General Rules and Guidelines, it helps to ensure a safe environment for employees, students, contractors and temporary workers.

All students on college property are expected to abide by the Student Code of Conduct. Accordingly, the following conduct and behaviors are strictly prohibited on college property, at college-sponsored events and while pursuing an academic program:

1. Use, possession, purchase, sale, dispensation, distribution or manufacture of any substance
2. Being impaired by any substance as previously defined
3. Use, possession, purchase, sale, dispensation or distribution of drug paraphernalia

 

Federal, state and local sanctions

There are federal, local and state penalties for certain drug-related convictions related to the illegal possession or distribution of controlled substances and alcohol-related penalties. Penalties for violations vary and can include mandatory prison terms for many offenses, forfeitures, denial of federal benefits, fines, substance abuse education and treatment, community service, court-ordered drug screenings, and driver’s license suspension.

Health risks of alcohol abuse and use of illicit drugs

Health risks associated with alcohol abuse or the use of illicit and controlled drugs can include blackouts, poisoning, overdose and death; physical and psychological dependence; damage to vital organs; inability to learn and remember information; and psychological problems including depression, psychosis and severe anxiety.

Counseling and rehabilitation services

The college does not provide treatment or rehabilitation programs for students. The college offers free, individual counseling to all currently enrolled students. LCC's state-licensed, professional counselors help students manage stress, personal loss, relationships, substance abuse, family matters, and all other circumstances and stressors that affect a student's academic performance.

Counselors provide educational and referral services to community and rehabilitation resources for students who need assistance with substance and alcohol abuse issues. Counselors carefully select community resources with the belief that they provide useful and accurate information for students.

Disciplinary sanctions for students

Students are subject to appropriate disciplinary action for violation of policy, in accordance with college policies and procedures and in accordance with the Student Code of Conduct and the Student General Rules and Guidelines. In addition, a student may be subject to criminal prosecution by federal, state and local authorities.

The DAAPP is provided to students annually in the fall and on an ongoing basis to students enrolled after the initial publication date. It is also available on the Police Department webpage.
