LCC Board Approves $122 Million 2016 Budget

Plan emphasizes fiscal responsibility and student success

The Lansing Community College (LCC) Fiscal Year 2015-16 budget was approved by the LCC Board of Trustees at their monthly meeting on Monday evening. The $122 million budget emphasizes fiscal responsibility and student success.

The budget will continue supporting important student success initiatives that were adopted in 2015 to increase the number of students earning certification, associate degrees, or successfully transferring to universities. For 2016, LCC is building on these initiatives with improvements in academic advising, student services, and completion programs such as "Operation 100%."

"Student success and cost containment remain a priority," said LCC President, Dr. Brent Knight. "This balanced budget ensures fiscal responsibility and includes consideration of multiple student service initiatives and long-range planning."

The approved budget is based on an increase in state appropriations by 1.3 percent and a property taxrevenue increase of 1 percent. The College’s millage rate will remain at 3.8072 mills.

The balanced budget plan includes a tuition increase of $3 per billing hour, or 3.5 percent, for Fall 2015 to $88 per billing hour for in-district students. LCC's new rate will remain well below the statewide average of $102 per credit/billing hour, tying LCC for the lowest community college tuition in Michigan.

"It is always difficult to recommend an increase in tuition," Knight said. "This minimal increase is responsible and reasonable, and will keep our value at a level that provides the highest quality of education."

The LCC Board of Trustees also approved an agreement for healthcare benefits that was reached with the six LCC unions- Part-Time Clerical/Technical Union (PTCTU), Fraternal Order of Police (FOP), Facilities Management Association (FMA), American Federation of Teachers (AFT), Michigan Association for Higher Education (MAHE), and Educational Support Personnel Association (ESP). The agreement will be applicable to employees represented by these unions as well as equivalent non-represented staff. The changes to the healthcare benefit premiums related to the newly approved agreement will go into effect beginning July 1, 2015.

Additionally, the Board of Trustees approved Section 702 of the Veterans Access, Choice and Accountability Act of 2014 (Choice Act) for qualifying Veterans and covered individuals. This new requirement ensures that Veterans, and their eligible family members, will not have to bear the cost of out-of-state charges while using their well-deserved education benefits. The new policy allows Veterans to pay in-state tuition rates for all VA approved programs.
